About the job

This position sits within the R&D PMO and adds technical program management (TPM) for the Billing Platform Business Unit (BU). The Billing Platform BU is expanding to align with Twilio's growth and is completing several business critical initiatives. This TPM role will serve an integral role for the Billing Platform BU by partnering with Billing Product and Engineering leaders to drive forward technical initiatives. The TPM will bring an expertise in creating clarity and alignment on program goals and deliverables, managing dependencies, issues and risks and driving execution across multiple teams.


In this role, you’ll:

  • Manage technical initiatives which require alignment and collaboration among teams across multiple teams and Business Units (BUs)
  • Serve as a designated single-threaded and end-to-end program driver/owner, ensuring cross-functional programs maintain their momentum to deliver business outcomes
  • Partner with R&D and/or BU leads to develop and drive a program structure and cadence to guide the teams’ execution motions
  • Develop and maintain cross-BU program plans and manage all phases of the program from kick-off to delivery via communication and collaboration with multiple R&D and/or BU leads
  • Provide program governance by standardizing overall program tracking (issues and risks) and status reporting across the BUs
  • Own all program-level cross-BU and/or R&D-wide communications
  • Discover and actively manage cross-BU/team dependencies
  • Drive strategic decision making with the cross-functional leadership team
  • Collaborate with BU leads, Engineering and Product leads across all BUs to create continuous clarity and transparency to program objectives, milestones, deliverables, dependencies, resources, risks, and issues

  • 7+ years experience in technical project or program management
  • 3+ years experience working with AWS or other infrastructure and SaaS providers
  • 3+ years experience with operational and process change management within a technology team
  • Experience driving software, systems or infrastructure based initiatives - working closely with Engineering and Product team members
  • Senior level understanding of Agile software and systems development lifecycles; experience as a Scrum Leader on engineering scrum teams
  • Strong communication skills - able to successfully adapt your style and leverage strong listening skills to inform your approach
  • A natural problem-solver and strategic thinker
  • Comfortable with ambiguity and able to quickly break down complexity and bring structure to chaos
  • Able to effectively identify and articulate implications up and downstream, taking action as needed
  • Highly collaborative and partner-oriented
  • Successful at building enduring, trust-based relationships with key business partners and stakeholders
  • Fluent in English


  • Experience managing initiatives involving home grown billing applications
  • High level understanding of the quote-to-cash business process flow
  • Able to quickly build credibility with technical teams, talk their language and be the connective tissue between the technology side and operations side
  • Experience developing or managing engineering or product portfolio planning and tracking processes and cadences
  • Has a good understanding of analytics, reporting, databases, data systems and data architecture concept


This role will be US-based fully-remote.

Colorado applicants:

  • The estimated pay range for this role, based in Colorado, is 113,320 - 165,400.
  • Additionally, this role is eligible to participate in Twilio's equity plan.

The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location within the state. This role is also eligible to participate in Twilio’s equity plan and for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
